It was my first Photoshop tut. so I was experimenting with screen recording software.
Steps:
1. Choose your picture(think about composition and design)
2. Cut your picture from the background
3. Desaturate layer
4. Take your layer and apply Threshold (appr 130-200 but choose which one is The Best for your image) then go and add Gaussian Blur (2-3 pix) so it won't be so distracting and pixelated.

5. Now we need to make "Dots" to look it like Pop Art picture...so go ahead and right click on "duplicate layer" - Destination "New" - you will get new document . Put Mode Grayscale and discard all color info. Then go and change mode to Bitmap and flatten layers. Now you can apply Halftone Screen (go ahead and play with a frequency, angle. Put shape options: "Round"
Ok we are almost there! So here is your pop up image - cute! but need some color?!

6. Copy this layer so you'll get 2 layers with your dot image (one of them I put Opacity 9% and another just leave 100%) - both of them put Multiply in a layer properties. Put on the top layer with 100%. (you'll see why i did it) - depends from picture but you can adjust lower layer opacity until you satisfied with affect.

I hope you saved original bitmap picture (it can be very useful when you start coloring (in this project hair borders disappeared after filter manipulation)

7. Start to color picture with a brush tool. For each color I suggest to create a new layer. (in a case you want to change color lately).
NOTE: Also background and all design elements better to place on a different layers for easy manipulation!
