At present, Japanese animal welfare laws do more to protect the pet industry than pets themselves, and, most shockingly, result in almost 400,000 dogs and cats a year being put to death by CO2 gas asphyxiation. From the Articles of Incorporation for NPO status for the Nippon Society for the Prevention of Cruelty to Animals Article 3 -- Purpose This organization's purpose is to carry out activities to protect animals from abuse: through educating people how to properly care for and raise animals; instilling in the community respect for the value of all life; making sure that animals are never exposed to senseless suffering; and forming a harmonious society in which humans and animals can live together.
